Abstract

This study explores the governance model of ʿUmar ibn al-Khaṭṭāb (RA) as an exemplary and comprehensive framework for Islamic political administration. The Faruqi system of governance was founded upon the core principles of shūrā (consultation), justice, administrative transparency, financial integrity, equality, and public welfare. The research highlights how ʿUmar (RA) institutionalized the structure of the caliphate through consultative decision-making, organized provinces and districts, established strict criteria for the appointment of governors, and prioritized the protection of citizens’ rights. His policies of accountability, supervision of officials, and efficient management of the public treasury set the foundations for a true welfare state. The study concludes that contemporary Muslim rulers can achieve political stability, social harmony, and sustainable development by adopting the Faruqi model of governance, which stands as a timeless example of just and effective leadership.
