Abstract

Pakistan came into existence in 1947 as an Islamic welfare state. The ideology that underpinned its creation was the Two-Nation Theory, along with the slogan of the Kalimah, “There is no god but Allah.” From its inception to the present day, the state of Pakistan has faced various internal and external challenges, among which the most prominent is the issue of establishing peace. Peace is not only a fundamental requirement of human society but also an indispensable condition for the progress, prosperity, and stability of any nation. For a developing and ideological state like Pakistan, the need for and importance of peace become even more critical. Only a peaceful society and state can provide the strong foundations necessary to eliminate fear, disorder, insecurity, mistrust, terrorism and extremism, sectarianism, linguistic and ethnic conflicts, and political instability. In such an environment, citizens live their lives under the supremacy of law, and enlightened values such as dialogue, reconciliation, and mutual understanding are revived and strengthened. An Islamic state is founded upon all those conditions, means, resources, limits, and ethical principles that Islam has prescribed through its comprehensive guidance. A successful state comes into being only when all state institutions fully adhere to the directives of an empowered and authoritative leadership. Lawlessness is never in the interest of any state, nor does any state tolerate the weakening or complete erosion of its authority or writ over its institutions. In the modern era, the contemporary structure of state institutions reflects the same state that was established on the foundations of the State of Madinah and Islamic beliefs and principles.
