Abstract

This research paper presents a comprehensive analytical study of the administrative, social, economic, educational, religious, and judicial reforms introduced by Caliph Umar ibn Abdul Aziz (RA). His era is considered a model of justice, equity, and Islamic governance after the Khulafa-e-Rashideen. The study explores how his reformative approach aligns with the principles of a contemporary Islamic welfare state. By analyzing historical sources and comparing them with modern socio-political frameworks, the paper sheds light on the relevance, applicability, and lessons of his reforms for present-day Muslim societies striving to establish justice, transparency, and social welfare under Islamic principles.
